Amendment first defined American
citizenship, after the Civil War.
The intent of the authors of the amendment was to
ensure newly-freed blacks the rights of citizenship.
This provision of the amendment clearly grants
citizenship with no exceptions:
All persons born or naturalized in the United States
and subject to the jurisdiction thereof,
of the United States
and of the State wherein they
